About Us

Established in 2004, Green Power Investment Corporation has been engaged in the development, construction, and management of renewable energy projects.

Toshio Hori, founder and current honorary chairman, is a pioneer in developing the renewable energy sector in Japan. To carry on his vision, our management and development teams have worked on numerous projects for many years, collaborating with a wide range of stakeholders both in Japan and abroad.

In 2020, we completed the 121MW Wind Farm Tsugaru, the then largest onshore wind power plant in Japan. We are stepping up efforts to expand the use of renewable energy to help preserve local cultural value and promote energy generation that draws on the strengths of each region. In recent years, offshore wind power has gained significant attention as a key solution for the government’s policy of positioning renewables a core energy source, and we began work in this sector in 2007, ahead of other companies. Our 112MW Ishikari Bay New Port project in Hokkaido, a leading offshore wind project in Japan, was completed in 2024.

We maintain close communication with local communities. Working together with our colleagues who share our vision and values, we are committed to advancing the transition to a more sustainable society.

Business units

Project development unit


The project development unit is responsible for planning the installation of power plants. Development staff are responsible for overall project planning, coordination with local communities, governmental permits and licenses, coordination with power companies, environmental assessments, development budgets, and scheduling.

When developing a project, a team of experts in wind forecasting and civil engineering design provides advice on equipment selection and minimizing environmental impacts in order to ensure the project is a success. The development staff also serve as a point of contact for local communities throughout the development process.

Construction management unit


The construction management unit is responsible for work related to the construction of power plants. This includes not only the power plant itself but also substations, administrative offices, and transmission routes, requiring a wide range of civic and construction work.

The construction management unit, which consists of professionals who have a wealth of experience in large-scale infrastructure projects, works with construction companies and power generation equipment manufacturers to ensure that projects proceed safely and on schedule.

Project operation and management unit


The project operation and management unit is responsible for operating and maintaining power plants and financing power generation projects. Even in harsh weather conditions such as typhoons, heavy rain, and snow, safe and stable operation and the prevention of potential issues are essential. Continued engagement with local residents is another crucial aspect of our operations so that the power plant can be seen as part of the community.

Drawing on their experience, our experienced staff are determined to ensure high availability and strong operational performance of power plants and operate them in a manner that earns the trust of the local communities.

Corporate unit


Our business spans multiple phases, including development, construction, operation, and management, and we have offices in various parts of Japan to carry out community-based operations.

Finance, accounting, administration, legal, and human resources teams in the corporate unit work with other business units and partner companies to ensure each phase and location can proceed smoothly and on schedule.
